Those are the believers who respond to G'-d's command to establish in the correct mode a Shura in their legitimate worship, beginning with its actions and words and its glorification and ending with salutations. To extract from the means of subsistence to them of excellence and the best be allowed for them to spend and speak freely.

To get others opinions based on their individual judgement, studying others ideas to consult about our community affairs in all the matters that we are occupied with. The convener must be knowledgeable when seeking to establish a committee to perform the duty of extracting information in accordance with the guidance of the Quran.
