A natural function of a community is that its members assume a share of the responsibility for the material, spiritual, and social wellbeing of the group. This feature can be witnessed to some degree in every species.
The best communities recognize universal standards of intelligence and fairness. They are the best in terms of educating its masses, and commanding what is universally accepted, and forbidding what is ignorant. They are the best at establishing and maintaining family relationships. And they are conscious of Allah.
